The first gunshot came from outside the room, not inside it. The lights flickered as fighting erupted elsewhere in the compound. The stranger had not simply fled with the second drive. He had triggered a diversion and opened a route for Jack to move. Jack dropped behind the server cabinet as the guards fired. He returned only enough pressure to create space, then moved through the side door into the utility corridor. The officer shouted after him that there was nowhere to run. Jack almost agreed. Running was no longer the plan. He needed time for the transmission to finish. The archive had been routed to multiple destinations through an emergency relay the stranger prepared earlier: an inspector general contact, a journalist with experience handling classified corruption cases, and a legal officer outside the task force's chain of command. Jack did not know which recipient would act first. He only needed one of them to receive enough material that killing him would no longer bury the truth. He crossed the roof as dawn began turning the horizon gray. Below, armed men searched the alleys. The target Jack had originally been sent to kill was being moved toward an armored vehicle. For a moment Jack saw the man clearly again. The shot he had waited for all night had finally presented itself. There was even a rifle on the roof beside a fallen guard. Jack picked it up and settled behind the optic. The target entered the crosshairs. One squeeze would complete the mission everyone expected him to complete. Instead Jack shifted the scope to the officer from his own command, who was rushing across the courtyard trying to reach the communications building. Jack did not fire at him either. He fired once into the engine block of the vehicle carrying the archive backup team. The shot disabled the escape route and forced everyone into the open as local units, confused by competing orders, began surrounding the courtyard. Jack's goal had changed. He did not need bodies. He needed witnesses. His radio suddenly came alive on an emergency frequency. A woman identified herself from headquarters and ordered all personnel to stand down pending an immediate internal investigation. The transmission had reached someone. Then Jack heard another voice behind him. The officer had found the rooftop stairs. This time, Jack was not surprised. Jack had learned long ago that silence could be louder than gunfire when a plan began to collapse. Nothing in the brief had prepared him for the possibility that the danger had started on his own side. He forced himself to breathe slowly because panic was the one weapon every enemy could use without touching him. The desert below.
