Officers positioned around him.
For one second, fury overwhelmed training.
Then training won.
Document first.
She parked half a block away.
Left Daniel's call active.
Retrieved her Nikon mirrorless camera from behind the passenger seat.
Started recording through the windshield.
The footage began at 9:20:41.
Daniel stood center frame.
Gallagher slightly left.
Meeks right.
Hollis near the patrol hood.
The campaign flyer sat beside Daniel's driver's license.
Renee zoomed.
Daniel's face on the flyer.
Daniel's real face twenty feet away.
Same man.
She whispered, "You've got to be kidding me."
Gallagher requested another unit.
Renee heard it through Daniel's open phone.
Backup.
She looked around.
For what?
Daniel had done nothing.
She kept recording.
Gallagher asked Daniel for his full name again.
"Daniel James Brooks."
"Occupation?"
Daniel almost smiled.
"I've told you."
"State it."
"Attorney."
"What kind?"
"Former public defender."
"Current?"
Daniel looked at his lanyard.
"Candidate for the United States House of Representatives."
Gallagher's expression suggested disbelief.
"What district?"
"This one."
Hollis looked up sharply.
Daniel continued.
"Congressional District 7."
Gallagher said, "Anybody can say that."
That sentence later became another heavily replayed clip.
Anybody can say that.
Renee looked toward the lawn behind Gallagher.
Patricia Lewis's campaign sign stood clearly visible.
She zoomed in.
DANIEL BROOKS.
Photograph.
Congress.
Then back to Daniel.
There was no ambiguity.
Renee opened the van door.
Stepped out.
Camera still rolling.
She crossed halfway toward the street but maintained distance.
Then called loudly:
"Daniel Brooks. Your two o'clock press briefing at City Hall is confirmed. Mayor Sutton's office says the deputy mayor will be there."
Every officer turned.
Daniel looked toward her.
His expression barely changed.
"Thank you, Renee."
Gallagher stared at her.
"Ma'am, stay back."
"I'm staying back."
"Are you recording?"
"Yes."
Gallagher looked at Daniel.
Then at the camera.
Then at the flyer.
Then, finally, toward the lawn.
His eyes landed on the sign.
The body camera captured it.
Four seconds passed.
Four seconds of complete silence.
Hollis looked down.
Meeks shifted her stance.
Daniel watched Gallagher's face.
Something changed.
Not realization that Daniel was innocent.
Realization that this encounter now had consequences beyond the block.
Daniel spoke.
"Officer Gallagher."
Gallagher looked at him.
"I'd like to make the record clear."
His voice was calm.
"My campaign identification has been visible since you approached."
He gestured slightly.
"My driver's license has been verified."
Another slight gesture toward the patrol car.
"You inspected my canvassing materials."
Hollis glanced at the flyer.
"I have answered every question."
Daniel continued.
"You have not identified a specific vehicle I allegedly touched, a witness who identified me, stolen property, damage, or any other individualized fact beyond a broad description."
Gallagher began, "Sir—"
Daniel raised one hand slightly.
